Yes, governance involves people and organizational bodies that come together to agree on how they'll work together. And yes, much of that work is fuzzy, negotiated, and political. But in the end, much of it boils down to black-and-white agreements.

Actually, organizations often end up with many hundreds of such rules. One contract can contain dozens of data usage stipulations, after all. A single law can contain dozens of implementation requirements that must be expressed as policies, requirements, or other types of rules. And a single guideline might actually require multiple rules to accommodate Business-unit specific standards.
